VIEW ALLAt the International Bar Association Annual Conference in Copenhagen, Mark Stephens CBE, Co-Chair of the International Bar Association Human Rights Institute (IBAHRI), chaired a wide-ranging conversation with former Irish Taoiseach Leo Varadkar on The Future of LGBTQI+ Rights in a Changing World.
The discussion examined how lasting social and legal change occurs, drawing on Ireland's journey from the criminalisation of same-sex relationships to becoming the first country to approve marriage equality by popular referendum.
Moving beyond questions of political biography, the conversation explored how rights move from activism and public persuasion into legislation, institutions and long-term democratic acceptance. Varadkar reflected on the importance of incremental reform, public engagement and political leadership in securing durable change.
The session also addressed contemporary challenges facing LGBTQI+ communities globally, including the rise of political and cultural backlash in some jurisdictions, the relationship between attacks on minority rights and broader challenges to democratic institutions, and the role of lawyers, courts and civil society in defending fundamental freedoms.
Particular attention was given to emerging debates around transgender rights, competing rights claims, and the importance of maintaining public confidence that difficult legal and social issues can be resolved fairly and through democratic processes.
The discussion concluded with a global perspective on LGBTQI+ rights, considering developments across Europe, Latin America and Asia, together with the growing role of businesses and multinational organisations in promoting equality and safeguarding employees operating in jurisdictions where LGBTQI+ individuals continue to face legal discrimination.
The event took place on International Lesbian Day, providing an additional opportunity to reflect on both historical and contemporary struggles for equality and recognition.
As Co-Chair of the IBAHRI, Mark Stephens continues to facilitate international dialogue on human rights, democratic resilience and the rule of law, bringing together political leaders, legal practitioners and civil society voices to address some of the most pressing challenges facing rights and freedoms worldwide.
