Jeffrey Brown is a construction and engineering dispute resolution expert, with a specialty in liability insurance and in resolving coverage issues for policyholders with their insurers. He is Head of the Construction team.
Jeffrey is a solicitor practising exclusively in the field of construction and engineering law and liability insurance. Where possible, he provides clients with timely advice allowing the avoidance of disputes, as well as, their subsequent resolution, if this does not prove possible. Adjudication is now the often preferred means of resolving a construction dispute, at least in the first instance.
He acts for suppliers, in addition to purchasers within the construction sector, allowing him to deliver a more holistic and comprehensive analysis of any given dispute.
Jeffrey also drafts bespoke contracts and produces amendments to standard forms of building and engineering contracts. His knowledge and experience provides clients with confidence and reassurance.
He resolves insurance disputes where the insurers deny they have a liability to indemnify for claims made, mostly within the construction sector. Instructions are provided by the policyholders, usually at the recommendation of their insurance brokers.
Jeffrey is an expert in the New Engineering Contract (NEC) suite of contracts – usually the preferred choice in large infrastructure projects, especially where they are publicly funded. He additionally specialises in JCT standard forms. The energy sector is an increasing source of new work.
He is a regular contributor to Building Magazine. He is an Associate of the Chartered Insurance Institute and a Chartered Insurance Practitioner.
- Acting for a supplier of steel forming part of a baggage handling system in its claims for additional monies both in adjudication and subsequently in litigation in the Technology and Construction Court. The dispute related to the NEC3 engineering and construction subcontract.
- Advising and assisting a civil engineering contractor in its outstanding claims. These related to a PFI street lighting project. An NEC contract had been utilised with extensive amendments.
- Advising a water company in response to numerous claims advanced by a JV contractor. Conducting an adjudication reference prior to a settlement. The framework agreement and the works packages were each based on the NEC3 engineering and construction contract.
- Preparing agreements on behalf of a developer for the construction of a solar energy project in Mali.
- Assisting a large French contractor with its UK agreements.
- Preparing agreements on behalf of a developer of student accommodation, negotiating and agreeing the terms with the relevant parties.
- Acting for a large concrete and civil engineering contractor in resolving its claims on projects in London and Bristol.

Jeffrey's interests include swimming and cycling and he is a passionate supporter of Welsh rugby. He once represented England at a National Eisteddfod.
